Pedals are probably the best way to go, but playing technique can also give you the slight sound of a sitar. Start with picking; pick the string quite sharp/hard, when sustaining a note, use VERY LIGHT vibrato.
Now, I'm not sure, but I think that a sitar uses quarter-tones as apposed to semi-tones (example, a quarter tone would be somewhere in the middle between C# and D), so the 'frets' of a sitar are like C - slightly above C - C# - slightly above C# - D etc. You can get this by adding a slight bend to the string.
